SEMINAR FROM KAZAKHSTAN GARYSH SAPARY NATIONAL COMPANY JSC, A SUBORDINATE ORGANIZATION OF THE AEROSPACE COMMITTEE OF THE MINISTRY OF DIGITAL DEVELOPMENT, INNOVATION AND AEROSPACE INDUSTRY OF THE REPUBLIC OF KAZAKHSTAN

 We invite you to attend a seminar from Kazakhstan Garysh Sapary National Company JSC on April 3 from 12:15 to 13:15, a subordinate organization of the Aerospace Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan on the topic: Unified Subsoil Users Platform - Minerals.gov.kz

As part of the execution of the instructions of the Head of State following the results of the extended meeting of the Government dated July 14, 2022, the Company developed a prototype of the Unified Subsoil Use Platform - Minerals.gov.kz (hereinafter referred to as the Minerals.gov.kz USUP) for the publication of vector layers of general geographic content.
Minerals.gov.kz USUP is a digital platform that will allow automating the functions of interested government bodies and departments, as well as it will simplify and speed up business processes for obtaining licenses for exploration or production works. Potential subsoil users (investors) will receive a complete picture of the requested area, from infrastructure to geological and geophysical reports.

As of the current date, the Company has implemented the following business processes:

• View of an interactive map;
• Access to geological knowledge reports;
• Submission of an application for exploration and production of solid minerals;
• Checking for overlap of layers of general geographic content;
• Receiving of notifications from government agencies;
• An automated work place has been developed for loading and editing secondary geological reports intended for employees of National Geological Service JSC (in test mode).
For the Ministry of Industry and Construction of the Republic of Kazakhstan, automated work places have been created for approving/refusing applications of subsoil users, signing notifications, documents and licenses, maintaining a register of licenses, sending notifications to subsoil users through BIN, through the personal account of a representative of the Subsoil Use Department of the Ministry of Industry and Construction of the Republic of Kazakhstan.

With the help of the Minerals.gov.kz USUP, a number of problematic issues are resolved:

• Simplifying the process of submitting license applications;
• Ensuring transparency in determining the priority of submitted applications;
• Reducing excessive use of paper documentation;
• Collecting data from various sources to check the overlap of geographic content layers;
• Replacing the issuance of licenses in printed form by sending notifications to subsoil users by e-mail;
• Accelerating the provision of public services, in particular, reducing the time for issuing licenses.

Within the framework of the Minerals.gov.kz USUP integrations with the following information systems have been carried out this year:

• Legal Entities State Database;
• Centralized unified personal accounts IS;
• Control of access to personal data IS;
• Individuals State Database;
• Integration with the universal E-licensing State Database service for the exchange of applications and output documents (number and code of the administrative document).
